Transport and transport licensing — Excess blood alcohol — After a positive breath screening test a traffic officer required a motorist to undergo a blood test, dispensing with the evidential breath test introduced by the Transport Amendment Act (No 3) 1978 because the devices necessary for such tests were not available in New Zealand — Whether procedure valid — Whether reasonable compliance provision applied.
