Administrative law — Judicial review — Committee of Inquiry — Breach of natural justice — Committee of Inquiry into psychiatric services presented report to Minister of Health which contained passages critical of the plaintiffs — Plaintiffs claimed breach of natural justice in that they had not been given opportunity to comment on or rebut the criticisms, and sought orders quashing the allegations and prohibiting their publication — Committee and Minister accepted breach of requirement of fairness and did not oppose the orders sought — Whether Court should intervene only because Committee's findings were prejudicial or critical — Whether Court should exercise discretionary role simply on grounds that all parties consented or did not oppose orders sought — Whether order should be made against Committee which no longer existed in law — Whether declaration should be made prohibiting Minister from publishing critical passages.
