Administrative law — Judicial review — Societies representing environmental public interests challenged validity of Order in Council applying "fast track" procedure of National Development Act 1979 to aluminium smelter project — Before applying the provisions of the 1979 Act to a project, s 3(3)(b) requires the Governor-General in Council to consider that it is "essential" a decision be made promptly as to whether or not the consents sought by the application should be granted — Whether requirement as to promptness had been properly applied when Order in Council made — Whether societies had standing to bring the proceedings.
