Transport and transport licensing — Taxicab licence — After holding a public inquiry into the operation of a taxicab licence, Licensing Authority revoked the licence — Licensee had not been present at the inquiry but knew it was being held — Three years later judicial review proceedings were commenced challenging decision on the ground that the Authority had not given licensee 14 clear days notice of the time and place of the hearing as required by s 141(2) of the Transport Act 1962 - Licensee had not pursued appeal rights — Whether Authority's decision should be set aside.
