Statutes — Interpretation — Construction with reference to consequences — Court has duty to give full and fair effect if the language is plain and unambiguous without regard to the particular consequences in a special case — If language is ambiguous or admits of two views regard must be had to the alternative consequences — An ambiguity must be real.
