Judicial review — Conduct of proceedings — Failure to give reasons — Solicitor appearing on behalf of Milk Board at inquiry into the possibility of revoking a Milk Vendor's Approval acted in a prosecutorial role — At the end of the hearing Chairman announced that Board's solicitor would not participate in Committee's deliberations — Solicitor remained with Committee when milk vendor and his adviser withdrew at the end of the hearing — Whether the fact that the Board's solicitor had remained with the Committee invalidated the decision — Whether Board had acted unfairly in failing to give reasons for its decision revoking the Milk Vendor's Approval.
